한국에 세계 최초로 '국제 인공지능(AI) 저작권 관리기구(IACAI)'의 출범 추진: “곧 도래할 AI 시대에 대비, 인공지능에 의해 생성된 저작물에 대한 전방위적 정책 및 저작권 관리, 교육을 체계적으로 추진” 목적

 

인공지능(AI)의 창작물에 대한 저작권 보호와 관리를 위한 세계 최초의 기구인 ‘국제 인공지능(AI) 저작권 관리기구(IACAI)’의 공식 출범이 한국에서 추진되고 있다. 기구의 공식 명칭은 영문으로 IACAI (International Agencies Copyright for AI)이다. 이번 이니셔티브는 AI가 만들어낸 저작물의 법적 지위를 확립하고, 그러한 저작물의 합법적 사용을 보장하며, 관련 저작권자의 권리를 보호하기 위해 마련되었다.

IACAI의 설립 배경 및 목적은 다음과 같다. 

 

1. AI 시대에 대응하여 저작권 관리 체계의 새로운 기준 마련

2. AI에 의해 생성된 저작물에 대한 저작권 인정 및 적절한 관리

3. 저작권자의 권익 보호를 통한 AI 기술의 윤리적이고 책임감 있는 사용 촉진

4. AI 저작물의 창작자, 개발자 및 소유자를 포함한 모든 이해당사자의 권리 보호

5. AI 산업의 건전한 발전 및 국제적인 저작권 관리의 틀 구축

 

IACAI는 AI 기술 발전의 윤리적, 법적 측면에 대한 전문적인 연구 및 정책 수립에 초점을 맞추고 있다. AI 생성 정보와 그 영향에 대한 사회적 평가, 허위 정보와 사회적 변화에 대한 법적 대응책 개발 등이 기구의 핵심 활동에 포함된다. 또한, AI 저작권 보호와 관련된 전문가를 양성하기 위한 교육 프로그램을 개발하며, 이와 관련된 법적, 기술적, 경제적 문제를 조사하고 연구하는 것도 주요한 목표 중 하나이다.

 

IACAI의 창립 이사회는 다양한 분야의 전문가들로 구성되어 있으며, IEEE의 AI 표준위원장인 투피 살리파(Toufi Saliba)와 UN미래포럼 한국대표인 박영숙 대표가 초대 창립회장 겸 이사장으로 선임되었다. 또한, 이사회 구성원으로는 구윤철 경북문화재단대표/전 국무조정실장, 서울대학교 김재영 교수, 저작권 전문 변호사 권안젤라, 한국저작권연구소 박원경박사, 그리고 애딥의 윤재영 의장 등이 포함되어 있어, 다양한 분야의 지식과 경험이 기구 운영에 기여할 것으로 기대된다.

 

IACAI는 AI 산업의 급격한 확장과 그로 인한 사회적, 법적 문제에 대응하고, 국제적인 차원에서 저작권 관리 및 보호와 관련한 연구, 교육 및 서비스를 제공하며, AI 산업 정책 기관으로서의 역할을 수행할 계획이다. 이를 통해 AI 산업의 윤리규정 및 정책 기조 설정에도 중요한 역할을 할 것으로 기대된다.

First-ever "International Agencies Copyright for AI (IACAI)" to be launched in Korea

 

The official launch of the "International Agencies Copyright for AI (IACAI)", the world's first organization for the protection and management of copyright for AI-generated works, is being pursued in Korea. The official name of the organization is IACAI (International Agencies Copyright for AI). This initiative is designed to establish the legal status of works created by AI, ensure the legitimate use of such works, and protect the rights of related copyright holders.

 

The background and purpose of the establishment of IACAI are as follows:

 

1. To establish new standards for AI copyright management in response to the AI era

2. To recognize and properly manage copyright for works created by AI

3. To promote the ethical and responsible use of AI technology through the protection of AI copyright holders' rights

4 To protect the rights of all stakeholders, including creators, developers, and owners of AI works

5. To establish a framework for the healthy development of the AI industry and international AI copyright management.

 

IACAI focuses on specialized research and policy development on the ethical and legal aspects of AI technology development for copyrights. The core activities of the organization include social evaluation of AI-generated information and its impact, and the development of legal countermeasures to false information and social change. In addition, it is also a major goal to develop educational programs to train experts in AI copyright protection, and to investigate and research legal, technical, and economic issues related to it.

 

The founding board of IACAI is composed of experts from various fields, and Toufi Saliba, the chairman of the AI standards committee of the IEEE, and Prof Park Young-sook, Chair of the Millennium Project/ UN Future Forum, were appointed as the first founding chairman and president. In addition, the board members include Goo Yun-cheol, the representative of the Gyeongbuk Cultural Foundation/former head of the National Coordination Office, Kim Jae-young, a professor at Seoul National University, Kwon Angela, a copyright lawyer, and Yoon Jae-young, the chairman of Adeep, so it is expected that knowledge and experience from various fields will contribute to the operation of the organization.

 

IACAI plans to respond to the rapid expansion of the AI industry and the resulting social and legal problems, provide research, education, and services related to AI copyright management and protection at the international level, and play a role as a policy institution for the AI industry. It is expected to play an important role in setting the ethical regulations and policy trends for the AI industry.

IEEE 인공지능표준회장, 한국에 인공지능표준연구원/AI센터 설립지원

IEEE란 무엇인가?

전기전자공학자협회(Institute of Electrical and Electronics Engineers). 일반적으로 'I-triple-E(아이 트리플 이)'라고 발음한다. 전기/전자공학 전문가들이 모여 만든 국제조직이며, 관련 기술 공유와 표준 정의 등의 활동을 한다. 물론 미국이 주도했고, 본부도 뉴욕에 있다. 회원 수는 대략 150여 개국 50만 명에 이르는 거대한 규모이다. 전기/전자/컴퓨터 분야 뿐만 아니라 다른 자연과학계열 분야까지 확대되어 있다.

1884년 설립되어 약 600규격(대부분은 ANSI 규격으로 채용)을 제정, 규격은 일련번호로 표시된다. (예)IEEE 828-1990 : IEEE Standard for Software Configulation Management Plans. ANSI의 16개 위원회에 참여. 연방정부에도 30개 IEEE 규격이 채용되고 있다. IEEE의 Standards Board의 승인으로 규격이 제정된다. 규격은 5년마다 재검토 된다. 규격은 각 Society별 목록에 수록되어 있다. 목록은 년1회의 "IEEE Publications Catalog" 혹은 년2회의 "Catalog"(추보판) 또 "Standards Bearer(년4회)" 등으로 최신 정보를 체크 가능하다. 1963년 AIEE(American Institute of Electrical Engineers) 및 IRE(Institute of Radio Engineers)가 합병하여 현재의 명칭으로 되었다

AI 저작권 문제와 AI 저작권화 아이디어, 그리고 IACAI의 역할과 중요성

AI 저작권 문제는 AI가 생성한 창작물의 권한과 보호에 대한 복잡한 법적 쟁점이다. 핵심적인 문제는 다음과 같다.

• 저작권 소유권: AI가 만든 작품은 누가 저작권을 소유할까? AI 개발자, AI를 사용한 사람, 혹은 AI 자체일까? 현대 법률은 이 문제에 대한 명확한 답변을 제시하지 못하고 있다.
• 저작권 침해: AI가 훈련 데이터로 사용된 다른 작품을 너무 밀접하게 모방하여 새로운 작품을 만들면, 저작권 침해에 해당할까? 이 기준을 어떻게 정의하고 적용할 것인가?
• 예술적 표현의 자유: AI 저작권에 대한 규제가 너무 엄격해지면 예술적 표현의 자유를 억압할 수 있다. 이러한 균형을 유지하는 것이 중요하다.

AI 저작권화 아이디어는 AI가 생성한 창작물에 저작권을 부여하여 창작자의 권리를 보호하는 것을 목표로 한다. 이를 통해 AI 개발 및 활용을 장려하고 혁신을 촉진할 수 있다는 주장이 있다.

발제자 Hayek은 투자은행, 기업 전략, 기술, 공공 정책, 이사회 구성원, 국제 관계 분야에서 42년의 경력을 보유하고 있다. 그는 아프리카, 유럽, 중동, 미국, 라틴 아메리카에서 거주 및 근무했다. 2019년에는 세계은행 총재 후보로 지명되었다.

Hayek은 세계 PPP 단위 및 전문가협회회장, Earth64의 공동설립자이며 HyperCycle AI, Bain & Co., Kearney의 고문. 이전에는 UN PPP 작업부 부의장, 레바논 민영화 및 PPP 고위원회 사무총장, Lonbridge Associates CEO, Bear Stearns 선임 전무 이사, Indosuez 멕시코 회장, Citibank 국제 증권화 책임자, Salomon Brothers 부사장, 미국 외교위원회 위원 등을 역임했다.

그는 다수의 기업, 은행, 기술 스타트업, 비즈니스 지원단체, 대학 이사회의 이사였으며 현재도 활동 중이다. 그의 이사회 경험에는 위험 관리, 전략 검증, 승계 계획, 합병 및 인수가 포함된다.

그는 달라스 텍사스 대학교 국제 경영학, 휴스턴 대학교 금융학, 몬테레이 기술 대학교 경영학, 하버드 대학교 HKS 국제 관계 전공 학위를 취득했다. 그는 영국 금융 행위 감독 기관에 금융 기관 CEO로 등록되어 있다. Hayek은 11개 언어에 능통하며 레바논, 영국, 미국 시민권을 가지고 있다.

Hayek is President of the World Association of PPP Units & Professionals, Co-Founder of Earth⁶⁴, and advisor to HyperCycle AI, Bain & Co., and Kearney. Previously he was Vice Chair of the UN Working Party on PPP, Secretary General of Lebanon’s High Council for Privatization and PPP, CEO of Lonbridge Associates, Senior Managing Director of Bear Stearns, President of Indosuez Mexico, Head of International Securitization at Citibank, Vice President at Salomon Brothers, and Member of the US Council on Foreign Relations.

 

 

He is and has been a member of the boards of multiple companies, banks, tech startups, NGOs, and a university. His board experience includes risk management, strategy validation, succession planning, and mergers and acquisitions.

He holds degrees in International Management from the University of Texas at Dallas, Finance from the University of Houston, Business Administration from the Tecnológico de Monterrey, and International Relations from HKS at Harvard University. 4)  David Lake, 싱귤래리티넷재단 총재, CEO 소피아버스, 어웨이크닝헬쓰, Rejuve

 

현재 싱귤래리티넷재단의 총재, 어웨이크닝헬쓰 및 소피아버스의 CEO, 장수를 지원하기 위해 AI와 블록체인을 결합하는 프로젝트 Rejuve를 창립했다. David Lake는 장수 의학 연구를 지원하기 위해 AI와 블록체인을 통합하는 프로젝트인 Rejuve의 CEO이다. 그는 글로벌 운영을 담당하고 있으며 주로 중국과 중동에 초점을 맞춘 SingularityNET 재단의 이사겸 총재. 30년 넘게 아시아, 유럽, 중동 전역에 걸쳐 활동하면서 중화권 자본시장의 금융 컨설팅, 미디어 관리 및 비즈니스 전략을 전문으로 하고 있다. 최근 그는 핀테크, 재생 의료 부문 및 노화 방지 치료법에 중점을 두고 인공 지능 생태계, 블록체인 프로젝트 및 로봇 공학에 자신의 기술을 접목했다. 두바이에서 Lake는 인류 역사와 특이점의 맥락에서 노화방지의 신화와 현실을 설명하며 사우디의 킹파드 대학교와 파트너십을 맺었다.

He is responsible for global operations and a Director with the SingularityNET Foundation with a primary focus on China and the Middle East.

 

For over three decades, Mr. Lake has specialized in financial consulting, media management and business strategies from the Greater China capital market with activities  spread across Asia, Europe and the Middle East. 5)  Robert Moir, technology for the internet of AI

 

Comments on some of the technical requirements for copyright of AI-generated works, how this can help to establish standards of proof of origin of data, whether AI generated or not, and how this incentivizes the development of more ethical AI, in the sense of AI that protects the rights of all stakeholders, and can make it increasingly difficult to confuse AI-simulated data with data having a physical origin (e.g. combating deepfakes).

3. 심층가짜 방지: 인공지능 기술은 심층가짜와 같은 딥페이크 콘텐츠 제작에 악용될 수 있다. 심층가짜는 인간의 얼굴이나 목소리를 합성하여 실제로 일어나지 않은 일을 묘사하는 영상이나 음성이다. 이러한 딥페이크 콘텐츠는 개인의 명예를 훼손하고 사회적 혼란을 야기할 수 있다. 인공지능 생성 작품에 대한 기술적 요구 사항은 인공지능이 딥페이크 콘텐츠를 제작하는 데 사용되지 않도록 방지하는 데 도움이 될 수 있다. 이는 인간의 얼굴과 목소리를 합성하는 기술을 규제하고 심층가짜 콘텐츠를 쉽게 식별할 수 있는 기술을 개발하는 것을 포함할 수 있다.

I am a researcher and developer with interests crossing many fields. After more than a decade of working on diverse problems in scientific inference and scientific computation, I left academia to pursue a career in industry.
